Steve Juneau, Director of Training, Lamar AssociatesSteven Juneau is a former Special Agent in Charge who successfully merged innovative strategies and training with criminal justice agencies throughout his two decade career. He served in almost every critical position in law enforcement – from tribal police officer to Federal District Commander over 42 departments. Steve is a nationally recognized trainer in law enforcement, corrections, investigations, substance abuse, and gangs. He is an enrolled tribal member of the Tlingit and Haida Tribes of Alaska and descendant of the Blackfeet Nation of Montana- where he began his law enforcement career.

Steve is a graduate of the FBI National Academy and management programs from the International Association of Chiefs of Police, Federal Law Enforcement Training Center’s Leadership Institute, and Northwestern University Center for Public Safety. A U.S Army veteran, Steve began his policing career in 1986 as a tribal officer, and quickly rose through the Bureau of Indian Affairs ranks as a police sergeant, special agent, and deputy chief of training at the Federal Law Enforcement Training Center in Artesia, New Mexico, the Bureau’s second highest training rank.

As the Special Agent in Charge for the Phoenix Region and later the Assistant Special Agent in Charge in Billings, Montana, he directed a major re-engineering of police departments, increased responsiveness, and developed strategies to counter crime. He developed the Bureau’s first crime prevention initiative which merged private sector organizations and intergovernmental entities to collectively combat crime throughout Indian Country. He also implemented the first statistical crime fighting model for Indian Country, which resulted in decreased crime rates.

A federal instructor in defensive tactics, firearms, drivers training, and physical fitness, Steve trained thousands of law enforcement officers in basic and advanced courses. He developed the Bureau’s first national Indian Country gang guide, and corresponding FLETC Train-the-Trainer program. He received numerous awards of distinction including the Bureau’s recognition award for management and operational expertise to critical incidents in South Dakota, Oklahoma, Washington, and New Mexico.

A strong advocate of transparent community policing that embraces education, partnership, problem-solving and prevention, he is a very vocal proponent of strong policing productivity through consultation, analysis, planning, implementation, and evaluation.

Steve served as President of the Arizona Indian Country Intelligence Network and Executive Member of the US Attorney’s Law Enforcement Coordinators Committee (LECC). He founded both the Nevada Indian Country Intelligence Network and Montana-Wyoming Law Enforcement Leadership Network. Among his honors and awards, he holds the U.S. Attorney’s LECC Award for innovative drug investigations, and the Leadership Award from the Indian Country Intelligence Network of Nevada.
